You should easily be able to build one with a Core i5 2500K, with a better CPU cooler, and a substantially better video card like the 6870/6950 Radeon for under $1100. 850 watt PSU is way overkill for that too
I built mine for about that price with an i7 2600K + 8 GB 1600 mhz DDR3 + Nvidia 570 GTX + 23" HD monitor, etc
I'd cancel it if you don't have it yet
